Also, he wasn't head of the disastery alone. Cupich and Tobin were on that disastery with him. He also believes in immigration in an apparently more liberal way. So the American cardinals would find that very appealing. Additionally, as an Augustinian, religious obedience is exceptionally important to him. And so, at least possibly, being obedient to the pope in his position in the disastery was more important than it might be with a cardinal with more of an agenda.
